It is chiroti rawa , thin rawa. The description of the product should be specific. Nothing was mentioned that’s why given low rating. Otherwise nothing wrong with the product. Please mention as bombay/local rawa for better clarity.

It is fine rawa not suitable for Upma. They should not present it as ordinary rava.
